Can my neighbor receive the signal from PowerLine adapters in my home?

No, the electric meter and power transformer act as block on the signals that are transmitted by your network; so there is no chance of them leaking out on to the public electrical wiring, and your neighbours picking them up. Additionally, your neightbor would need a similar PowerLine adapter, but if they did, your network signal is encrypted. For even more security, change the default 128-bit AES security encryption password on the Adapter by using the Push Button on the bottom of the device.
